HSE Engineer
Organization
An Oil & Gas owner operator requires a contract HSE Engineer immediately.
Job
- To ensure that the Company and Project HSE Technical documents / Procedures, requirements and targets are passed on and implemented by to Contractors for Upgrader Conception and future Site construction activities.
- Contractual strategy is based on several major EPC contracts.
- Several smaller construction contracts will be executed for preliminary and preparatory site works.
- Site is crossed by several critical pipelines (and right of way) which imply additional risks for the construction activities.
- Assist the HSE Manager for the implementation of the HSE Management System of the Upgrader Project
- Assist the HSE Manager for the preparation of HSE Project Procedures such as HSE plan, Permit to Work, HSE Reporting, etc
- Assist the HSE Manager in the development of the Basic Engineering of the project – Safety concept; Job specifications, Lay-out; P&IDs reviews; Hazop; Technological risk analysis.
- Assist the HSE Manager in the performance of his duties in ensuring that Company and Upgrader Project HSE Policies and Objectives are incorporated in the Construction and Commissioning phases of the Project.
- Prepare necessary HSE Procedures and specification necessary for the execution of Site works and activities and to be included in bid package.
- Assist the Work Package Managers on a regular basis by taking the role of Safety Engineer responsible for the HSE function on Site during preparatory works.
- Assist the Work Package Managers in the review, analyses and evaluation of Contractors’ HSE Management System and performances during pre-qualification and bid phases.
- As the occasion requires, to perform necessary safety studies in support of Site construction activities and to participate in review and work meetings (e. g. HAZID, JSA, Incident review, etc).
Context and Environment:
- The development will take place in a northern America market context with very high level of activities and stiff competitions among similar planned projects leading to limited available resources and making the execution phase of the project challenging.
- The development will take place in an area with very harsh meteorological conditions and remote from sea access.
- The development will have to comply with the group sustainable development principles and targets as well as more & more stringent environmental requirement.
Requirements
- University degree in Engineering.
- Minimum 10 years of relevant HSE experience in Oil & Gas industry.
- Minimum 5 years experience in HSE Projects activities.
- Knowledge of “main” Canadian (Alberta) Laws and Regulations relative to Working conditions on construction sites
- Fluent in English with good leadership and communication skills.
- Experience on construction activities - HSE (site) will be appreciated
