Lead, Supply Management
Position Summary
As Lead, Supply Management - Extraction for one of the world’s premier oil sands projects, you will have the opportunity to contribute your knowledge and experience through leading resources and applying effective supply management and sourcing techniques to establish and manage contract and supply arrangements for key equipment, supplies and services.
Scope:
Reporting to the Manager, Supply Management - Bitumen Production, the Lead, Supply Management - Extraction will:
- Supervise, coach, mentor and train personnel.
- Allocate resources required to execute the acquisition process including scope development, supply market research and positioning, requests for proposals/quotations, evaluation, finalization and award and subsequent agreement/order management.
Key Areas of Contribution:
- Provide leading resources and effective supply management and sourcing techniques to establish and manage contract and supply arrangements for key equipment, supplies and services.
- Contribute to the successful growth and development of Supply Management professionals within your team
Specific accountabilities for this position are as follows:
- Oversee personnel, resources and activities to plan and execute all factors and steps related to setting up and managing contracts and orders.
- Actively participate in these activities as may be called for in particular circumstances.
- Lead and where required, execute efforts to develop acquisition strategies and request for proposal / quotation documents.
- Manage the interfaces between CNRL and proposing companies during the bid/proposal development phase.
- Lead the negotiation / clarification process for major requirements.
- Lead the process to evaluate proposals, recommend selected suppliers, and award business.
- Lead, and where required, execute efforts to prepare the appropriate procurement and contract documents.
- Liaise with legal, risk, finance, accounting, internal client business areas and other stakeholders to ensure that all contract terms address all related requirements and policies.
- Ensure the conduction of procurement and contracting practice and process is consistent with policy.
- Oversee supply management and acquisition practice where they are conducted on behalf of CNRL by an external party.
- Ensure that all commitments are exercised within the Grants of Authority.
Qualifications:
Education and Experience:
- Business or Engineering Degree and/or a Certified Professional Purchaser designation preferred.
- Ten (10+) years experience in similar role an asset.
- Previous large capital project and/or experience working with large scale production operations facilities are ideal.
- Previous supervisory experience is required.
- Computer skills essential (i.e. Microsoft Office Suite).

This position is based at our Horizon Site located 70km north of the city of Fort McMurray. Initially and on a temporary basis, the position will be located in an EP contractor's office in Western Canada.
