Piping Inspection Engineer, Scotford

Shell Canada is currently seeking a Piping Inspection Engineer located in Scotford.
Responsibilities:
- To oversee all piping-related activities on the Scotford Upgrader Expansion-1 construction project to ensure all construction and fabrication is performed safely, to project specification and to Alberta regulations.
- Oversee from a quality perspective all piping activities on site and in the module shops, representing several $100 million worth of work.
- Act as the Shell "owner" of the Piping Inspection and Test Plans (ITP) for both field construction and module shops.
- Act as Shell’s technical authority for engineering issues related to piping. Clarify questions about the Shell specifications, and approve Technical Deviations, if necessary.
- Work along with Bechtel (acting as Managing Contractor and Prime Contractor on the project) to ensure that the area works contractors are complying with the ITPs and the Shell specifications. This requires both direct QC involvement "at the workface" and higher level QA to ensure that the overall process is delivering the required results.
- Ensure that the processes for identification and correction of piping-related deficiencies (RFIs, NCRs, etc) are followed.
- Approve proposed dispositions to NCRs as required.
- Intervene, as required, to correct any deficiencies in the ITP process.
- Ensure that the requirements of the project's Materials Traceability process are being met.
- Interface with the Bechtel piping leads and field engineers on issues with piping.
- Interface with the Shell and Bechtel module piping inspectors on issues in the module shops.
- Document own inspection activities for reference purposes.
- Ensure that any ABSA requirements relative to piping are incorporated in the work processes.
- Incorporate all relevant FSI (Flawless) requirements into the work processes.
- Consider all piping activities from a safety point of view - both planning and execution. Intervene in the case of clearly unsafe acts, or elevate to safety professionals where appropriate.
- Maintain contact with peers in welding/piping/mechanical discipline across Shell
- Key Challenges:
- Influencing the project through Bechtel as EPCM Contractor
- Overseeing a wide range and large number of piping activities
- Overseeing highly-critical and complex piping-related activities
- Located at the Shell Scotford Complex near Edmonton, with regular travel to Module Fabrication Yards in the Edmonton region.
Requirements:
- Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer.
- A Bachelor of Science degree in Mechanical Engineering, or equivalent.
- Registration as a P. Eng in Alberta would be an asset.
- A minimum of 10 years experience with piping in an Oil & Gas environment.
- Understanding of, and minimum 5 years experience with, Piping Engineering in a Construction environment.
- Understanding of, and experience with, the range of NDE processes used (UT, RT, MPI, DP, TOFD, etc).
- An in-depth technical and practical understanding of piping materials (fittings, valves) and piping systems.
- Able to understand the design intent of piping systems in order to conduct a fitness for service assessment in the event non-compliances are found during field installation.
- Experience with pressure testing (both hydro and pneumatic) - their advantages and limitations, and associated regulatory requirements.
- Welding and metallurgy knowledge would be an asset.
- Familiarity with B31.3 and B31.1 piping codes a requirement.
- Familiarity with ABSA, the local pressure equipment government authority an asset.
- Experience with Shell and industry specifications governing the piping disciplines, including related ESTG’s, DEP’s, ASME, CSA standards
- A proven team player.
- A bias for field activities over office activities.
- An ability to coordinate work across multiple interfaces - the Shell Project team, Shell Operations personnel, Bechtel, the various contractors and vendors, and ABSA
