Project Procurement Advisor
MEG Energy is focused on oil sands development in the Athabasca region of Alberta, Canada. The company owns a 100% working interest in 555 square miles of oil sands leases which are estimated to contain in excess of six billion barrels of oil in place and approximately three billion barrels of recoverable resource.  

The company’s initial development consists of 80 contiguous square miles of oil sands leases in the Christina Lake area which form the basis of its Christina Lake Regional Project.  

MEG also owns a 50% interest in a 343 km dual pipeline system known as the ACCESS pipeline beginning at its oil sands leases in Christina Lake, extending through its Sturgeon Terminal located in Redwater, Alberta and terminating in Edmonton, Alberta.

Position Title:         Project Procurement Advisor


Reports to:             Procurement Manager
 
Purpose of Role:         
  • Contribute to the success of MEG Energy’s SAGD operation by applying your experience and expertise in procurement while overseeing all procurement activities performed by any EP contractors engaged by MEG Energy.
 
Key Responsibilities:  
  • Deliver MEG perspective to the EP contractor for procurement activities.
  • Develop and implement strategic sourcing plans for projects.
  • Approving vendor lists considering pre-qualification, financial capacity, EH&S record, aboriginal content, etc.
  • Develop a spare parts procurement strategy (liaison with Maintenance and Operations).
  • Develop a site vendor rep strategy (for installation, & commissioning, liaison with Maintenance and Operations).
  • Develop a surplus materials and storage strategies.
  • Coordinate procurement activities of MEG supplied materials/services.
  • Establish guidelines for insurance, customs and duties, currency exchange.
  • Involvement for commercial terms negotiations.
  • Ensure commercial negotiations are aligned with MEG’s strategies.
  • Monitor commitment and procurement & contracting progress reporting by EP.
  • Provide guidance to EP contractor for the following:
    • Ensure procurement compliance to the MEG/EP agreement
    • Review Lessons Learned and build into future phases’ procurement plans
    • Contribute to and review project execution/procedures/coordination manuals (as appropriate)
    • Identify MEG involvement for 3rd party inspection at equipment manufacturers’ shops
    • Reporting Value Creation initiatives
    • Procurement
      • Development of Procurement strategies
      • Development/refinement of procurement processes (this would include a Continuous Performance Improvement component)
        • Develop streamlined process for low value/risk purchases
        • Streamline reporting
        • Detailed expediting plan
        • Detailed inspection plan
        • Detailed logistics plan
        • Detailed field procurement & warehousing plan
      • Oversee development of purchasing schedule
      • Monitor progress of procurement activities to the schedule
      • Ensure timely review & payment of invoices
                         Contracting
      • Development Contracting strategies
      • Development/refinement of contracting processes
        • MEG involvement in Contractor safety practices review
        • Contractor pre-qualification process
        • EHS issues properly addressed during contract close-out
        • Ensure pre-award meetings are held for clear scope definition
        • Ensure timely review & payment of invoices
      • Oversee development of contracting schedule
      • Monitor progress of contracting activities to the schedule
Qualifications:
  • The ideal candidate would have 5-10 years of project related procurement experience in the oil or EPC sectors.
  • A candidate having both strong procurement and contracting skills would be preferable but not required.
Skills and Knowledge:
  • Excellent written and verbal communication skills.
